Dirt and friction can make the plastic mechanism stick, although damaged parts can cause similar symptoms. Clean the moving surfaces carefully and check that they move freely before reassembly. If lubrication is needed, use only a very small amount known to be compatible with the plastic. No need to drown the thing.
